So we have two things:

A) knocked out capacitor spotted by you
B) the IC is super hot, not sure it is related.

Both things are near cpu1, unexpected.

Also i notice the choke near the cpu1 slot is discolor which mean it kind of get very hot
Also which cap did you replace? I can't see the label so i'm not sure if they are original or not.

Yes it was getting super hot before the partial recap.
Those are recapped and now the choke is ok.

For clarity, here the motherboard before recapping, marked are the four caps replaced.
Same specs as original

I think you should also replace those black cap since they are most likely bad inside even if they don't budge yet.
I bet their internal resistance is increase which is the reason why the Diod D10 get hot

As @nhattu1986 said, I would also replace all ECs, at least all of the same type, especially in the VRM region.

@nhattu1986 already said that Dxx is a diode, an IC (integrated circuit) would be Uxx, Cxx is capacitor, ECxx is electrolyte capacitor, Rxx is resistor...did I forget something!?

...since you recognized that no dual configuration works I also thought "bad caps" which can serve one but not two CPUs.

Seems like this motherboard will have some iron again.
Not sure it will ever handle two Tualatin, but will hopefully overclock two Coppermine-T.

If the problem is that the motherboard does not support Tualatin, I can tell you that some motherboards, although in theory they support them, in reality do not work, I have an ACorp 815 which with modified Tualatin (Korean) does not work, from what I understand , has something different in some PINs, there are two things, either it doesn't work because it needs further modification, or it doesn't work at all.
I think it's the same with LIN LIN adapters, it might be possible that adapters like Upgradeware or similar might work instead (maybe?), but I think it's both difficult and expensive to find one, two will be very difficult.
However, if there is someone who has managed to make two Tualatins work, perhaps he has made a HW modification, if it is explained exactly what he modified, and with the necessary soldering skill, it could be evaluated whether to modify the board.
