I got another P4 Mainboard i want to test.
Its a NOS S478 board. Default its jumped to FSB100. For testing i put in a 2Ghz Celeron and it boots fine.
After that i checked the supported cpu list from elitegroup and it looks like Northwood up to 3.07Ghz are supported.
So i searched for the latest bios, found 0310 and flashed it on a chip. Boot with celeron fine again.
Than i switched the jumper for FSB133 and put a P4 3.07Ghz northwood on it. No boot. Same with a 2,8Ghz one..
I switched back to FSB100 and the 3Ghz CPU boot, well only 2,3Ghz of corse..

So i wonder anyone else here have same exp on 478 boards?

I briefly had one of those, I got it in a parts lot purchased in 2022. I don't recall having an issue with 133 FSB. IIRC I used the same CPU and video card as my PCChips M930 with the SiS 645 chipset to compare the two - to my surprise, the M930 had a noticeable advantage on memory bandwidth. The main thing that I do remember was the weirdness of the giant jumper block on the upper right.
Maybe try a stick of more basic DDR?

To be sure: you say that you "Switched the jumper" for 100/133 FSB but there are two jumpers.

im sorry, i mean i jumped JP1A to 2-3 and JP1B to 1-2.
Tryed different GPU and RAM, but no boot on FSB133 ..
Also pulled the jumper for DDR2.5v

edit: found the Problem. It was the Jumper setup for the RAM selection, because board has two DIMM and two DDR slots..

I have the same motherboard and the same problem.
It also doesn't want to work with DDR at 133 (266) mhz while at 100 FSB.
I ended up buying a Pentium 4 2,6/"400" and called it a day.
It's rock solid with that combo and a Radeon AIW 9000 though on Windows 98SE and XP.
So I'm surprised to see that you got it solved, could you please explain a little more?

there is a jumper bank on the side for choosing SD-Ram slots or the DDR slots. Factory they all open. So for DDR i closed all and that does the trick. J2A/B/C/D and J3A/B/C/D

Oh thank you, but these are for choosing which of the RAM type DIMMs you have installed, SDR or DDR. They shouldn't affect FSB speed and the computer shouldn't work when wrong RAM selection is jumpered. Or am I mistaking something here?

Anyway, I've checked again, they are correct in my case.

You also use the latest bios ? 0310 is what i found.
What GPUs you tryed? What i tested so far, Geforce FX works with the board.
I have also tested a 7600GS , no boot.
