It does not, his work wasn’t public domain at the time so I couldn’t include it. You can grab the CAB version and drop it in with the other patch files to overwrite the existing one in the /win98 directory.
I’d like to remind everyone that this is no longer supported, and there are much better utilities and remasters out there, although mine might be easier.
Razorback95 has incredible remasters of win95 and win98. The latter is still in alpha and development is going to slow from what he’s told me, but it’s still incredibly solid despite it.
As an alternative, windows 98 dream edition is made by a related group and is also pretty solid, but it isn’t minimalist by design (think unofficial sp3 and beyond stuff for kernelex, etc).
He also has a slipstream utility quite a bit better than mine, but it uses a bootable Linux iso.

Thanks! I would like to mention though, the 2011 daylight savings patch seems to have problems with me. It kind've bricks the time/date control panel rendering them unusable, at least on 86Box and PCem.

For people testing this out, sharing my learnings.
1 After installing the slipstream with the Vogons update set referenced here above, I got an error launching control panel for date and time.
By installing https://www.htasoft.com/w98se_post_usp4/dst_9xme.exe the error went away.
2 Via 4in1 4.43v consistently fails during setup because of "registry error", but scanregw says there is no registry error. This worked with the same hardware with the default Win98se install. (this was unrelated, it was Re: Registry error! when i instal VIA 4in1 driver)
3 The tool did not work under Linux because of Windows-style paths and case sensitivity. It didn't find the paths it was searching for, even when they were there. The tool worked under Windows.
4 Even though .NET 2.1 is no longer supported by Microsoft, you can still download and run it under Windows 11.
I realize the author recommends using other tools, but some people may find themselves in my situation where they still want to try this tool 😀

(i have just made my vogons account since i never really used that website at all)
so, someone linked me this thread asking me about the mentioned Linux iso utility. i think that tool would be "HIERMA" but it seems to be taken down alongside 95D, 95D Lite and "Redtoast" (Windows 98 with 95's backport) since the fall of razorback95. sadly i don't have a copy of it since i slipstream stuff mostly by hand using INFs, putting patches into CAB files and installing them.
i know, i know it is a bit finicky and makes for a bit of a "file structure spaghetti". 98DE is a funny dev story alone since i was really young putting it together (was hitting 16 at the time of the "Revision 3" release) and was pretty clueless on how to put stuff into one package efficiently.
perhaps in the future, i could automate the process of slipstreaming updates and even complete packs of files (programs, stuff etc.) and release it as a tool, though i have been on a hiatus from the community. after all, there has been no updates since 2021 and i was thinking of bringing it all back with "Revision 4", but that will probably take some time since ... let's just say i kinda want to start from the scratch (in terms of that minimalist design).
98DE was more meant to be a fun project for me and a remaster with a focus on aesthetics while being a bit more modern 😉
hopefully i didn't go as offtop as i think and might share some light on the remaster slipstreaming side of things.
