I was advised to downgrade my Nvidia driver to support my FX 5900 to 45.23 (I was planning on examining downgrading once I got the card up and running but I had installed the most recent driver on Phil's Computer Lab just to things going after installing it). Is there some procedure to doing this to be thorough?

Video drivers uninstaller (sweeper) for Windows 98

or you can try the basic delete device / remove drivers via control panel / use the vendor uninstaller / mess with various files, which is always fun in 9x...

Yeah, having a more comprehensive solution was what I was looking for since I have weak faith in manual driver uninstallation in Windows 9x.

Uninstalling Nvidia's drivers through add/remove programs, and making sure their INFs are gone afterward so Windows 9X effectively forgets about the card.

I've never needed a special cleaning program.

Are the INFs kept anywhere specific?
