Unlike the AGP cards, can these be used in any system (modern or otherwise) that has PCI slots provided the OS has supported drivers?
Are higher FSB machines a concern?

For the most part, PCI cards will just work.
Some motherboards have compatibility problems with certain PCI cards though. You won't damage anything by trying though unless the card is already shorted out. And even then, the motherboard should have protections against being damaged from a bad card.

There is a unconfirmed issue with Voodoo 2 cards getting to hot when scaling with P4's. They work just fine though until they toast themselves, so its said.
Voodoo 3's are obviously not V2's but even still I would do the old touch test. If the card feels too hot for your liking get some air flow over it
If you care for your fingers; Don't touch the VRM on a Voodoo 3 PCI.
